Dr. Lozada received both his Bachelor of Chemistry and Doctor of Optometry degrees from the University of Houston. At the time, Dr. Lozada's interest was eye disease which lead him to teaching at the university, private practice at a surgery center, and providing volunteer optometry services in the countries of Mexico, Costa Rica, and Chile plus the states of Texas, Kansas, and Missouri.
Volunteer service brought about an interest in public health and in 2002, Dr. Lozada became the liaison between the Kansas Optometric Association and the Kansas Department of Health and Environment for the federal program Healthy People 2010. In 2006, Governor Sebelius appointed him to serve on The Governor's Child Health Advisory Committee and in 2009, to the Blue Ribbon Panel on Infant Mortality. Dr. Lozada resigned from the Panel in 2014 when Governor Brownback appointed him to serve on the Kansas State Board of Examiners in Optometry (the agency that licenses optometrists). He was appointed for a second term in 2017 by Governor Colyer and for a third term in 2020 by Governor Kelly.
In 2019, the National Board of Examiners in Optometry (NBEO), the national optometry testing organization, selected Dr. Lozada to participate in the restructuring the Part III Clinical Skills examination and is now on its Advisory Council. In 2023, Dr. Lozada was elected to the Board of Directors of ARBO, The Association of the Regulatory Boards of Optometry. ARBO is the organization that represents all optometry regulatory agencies in the United States, the District of Columbia, three US Territories, seven of Canada’s provinces, the country of New Zealand, and the continent of Australia.
